Apart from a computer glitch in the early day, this was never the case. However if there is disruption they can lift that restriction at the flick of a button, and I've noticed they've done it half a dozen times in 2017 already.
However depending on the route of the original ticket, it may be that the cost of moving to another airport in the same city is low or nil. So if booked EDI-LHR and on the day you ask to go to EDI-LGW then it may not cost much or anything, but you can't count on this.
If the question is "do I book LGW and hopefully get a LHR service switch?", the simple answer is almost certainly no.
