This should already severely curtail the number of eligible PRC drivers able to swap a licence.

(And I also thought) HK drivers license is only valid if accompanied by a HKID. And, we've actually discussed this in Flyertalk Yum Cha yesterday, it's absolutely easy to forge.

If UK DVLA have been verifying documents wrongly (the Indian researcher case shows DVLA verification is ridiculous http://www.bbc.com/news/uk-england-london-16996938 ) and now refuse to verify all HK driving licences then that's tragic for all us correctly-licensed HK drivers.
Where does it say you have to have an HKID for a Mainland PRC licence holder to obtain a direct issue HK driving licence?
