Definitely Tainan for the food, a must-do visit to the old Hayashi Department Store and a stroll around some of the nice parks and temples...just don't do it during summertime. I've done the day trip from Taipei and found Tainan to be easily accessible, interesting and you'll find cuisine here that will rival Taipei, which is itself already the top place in Asia for food.
