More or less the same situation with me in Taiwan. It's been this way now for about six months or so. Sometimes I can be very lucky and get through the first time, but there are other times I call dozens of times before a call will go through.
I've actually also had a little better luck calling the Plat number. After I say my EXP number, it still routes me to the EXP desk.
The situation is annoying to say the least. And it's not just AA. I've encountered the same situation with PayPal.
