Yes they generally are. The quality of the signal will depend on the type of wifi installed on your plane.
If it's poor or you have issues connecting always reach out to Gogo customer care in flight. I find them in general to be helpful (in that they refund/offer you a free pass for the future if you have a problem - not that they are particularly good at troubleshooting issues with a particular connection) in resolving certain problems.
