My suspicion is that PIN is disabled on the terminals. Interestingly they also show up on the Mastercard map but I don't see how anyone would be able to use contactless there.
Looks a lot like Diary Queen locations with MX915's receipt which is also has IBM/Toshiba POS hardware, but MC ctls only works there and Visa does not. Chip is enabled of course but ctls is MSD only. So your saying that sign means that they want people to hand their cards to the server?
