National free days gets your unlimited mileage with no drop fee under same circumstances.
There is no drop fee for award rentals that start and end within the United States for Hertz. And, no, that isn't usual dropping in another country within North America. It can be done by a United States resident but a Canadian resident can't drop a US plated car rental in Canada.

Still getting no availability for any location in Montreal for your date. I'm using a AAA CDP. Might be your CDP that is causing the drop fee, too.

I tried SEA to YVR for January 9th (one-day). There is NO DROP FEE w/ AAA CDP. So, it is your CDP that is causing it.
