You're going from one country to another which isn't a good example. I tested your airport pair and can't find any dates with any availability. What dates did you use? There is no one way fee on awards rentals. Taxes never end up being what Hertz shows but it does depend on the state where the rental is started if the taxes are charged on the full rate or just your fees.
