The most common policy is that children 12 yrs or younger can stay free of charge together with their parents when using existing bedding. However, some hotels limit the free-of-charge-age to 6 yrs or younger or even 5 yrs or younger. You should enquire at the property about their policy.
I didn't have to pay any extra charge during a recent stay at the RC Kyoto with two children aged 12 or younger.
