This is a pretty simple case:
* He purchased a non-refundable ticket.
* His outbound flights operated on schedule, disqualifying him from receiving a refund.
* He was covered by a weather waiver, which offered him the option of re-scheduling his trip or receiving a credit toward future travel.
* He admits he was offered & declined the travel credit.
* He was unsuccessful in his chargeback attempt.

When you purchased your ticket, you agreed to Delta's contract of carriage. Yes, it's crappy that DL doesn't offer refunds during major weather events, but it's not alone and it's playing by the rules. You want to change the game, and that's not going to happen.

May I suggest you find something more productive to do with your time? Even if it's sending a constructive letter to DL, letting them know you'll accept your travel credit but you're disappointed with your experience, think the policy should be changed, and DL won't get your business in the future.
