As I read it, the weather waiver has NOTHING to do with this.
Passenger bought a ticket to Savannah. Delta took the money. Contract now in place (I use the term contract loosely)
Delta now says they can not fly passenger to Savannah. The next thing should be "Sorry. Here is your money back as we are unable to fulfill our side of the agreement."
Hard to see what the problem is.
Nothing to do with a stopover or weather waiver.
