It's not directly relevant because it's not the identical merchant. There are mixed reports from users of fastrak. Those are relevant, you need to puzzle out if different methods of payment to fastrak, or different fastrak locations, code differently, but as far as I know the NY system is unrelated. It is common for government owned system to code as generic Government Services. It allows them to use one merchant account for multiple functions.
