st1575 and Mary2e are in New York. Their experience isn't directly relevant to your transit system in California. It is the merchant account used by fastrak that is the problem. If their acquirer set it up with a Government Services classification there isn't anything that they or Chase will do about it. Chase might make a one-time goodwill adjustment for you, but not ongoing. This is true of ALL category based bonuses. The card issuer does not control the merchant's account classification.
