To be exact, the tax is levied at the distributor level. But I cannot imagine that that there would be a different distributor for each terminal.
Most of Terminal A is not in the City of Philadelphia, it is in Tinicum Township, so the tax does not apply there. The rest of the airport is in Philadelphia.
