I don't really agree: BA knew the vote was coming and could have already planned and announced a contingency plan like they did for the xmas first attempt, but my guess is that management probably resented the fact that they ended up offering passengers what became 'unnecessary' flexibility as the strike was called off and do not want to do that again so are waiting to get a more accurate sense of what will happen. This is a wild guess and may be entirely wrong.
