This has always been one of my bug bears- particularly common on many Asia-based airlines like JAL or Asiana but it happens on others as well (BA, I am looking at you...). And the problem is- I can hardly strip down to bare naked while someone on the same flight who might be freezing, can always grab an extra blanket.
