Although the fresh air that the plane takes in from outside is very cold, it is also at a very low pressure. It has to be compressed to cabin pressure, and adiabatic compression makes the gas warm. So it has to be cooled using AC, which costs money.

If your cabin is too warm, it may be a cost-cutting measure. Indeed, anything above 20 is hot under a duvet (although YMMV).
