BA 388 LHR-BRU on an A-319 on December 26th. The flight was booked to a total of 14 people. We were standing around in the gate area just before boarding with a few of us near the podiums. A woman came up and walked around all of us and up to the agent with her BP out. Mind you the departure sign said "Pre-Boarding". The agent told her boarding hadn't started yet. I took a glance at her BP and she was in Euro Traveler with no status. Not sure why she thought that got her pre-boarding or why she thought that the people obviously waiting to board were not entitled to but she was.
I think pre-boarding includes 'those who require extra time to board' A non-obvious disability may have been her entitlement.
