Jet isn't taxed the same as mogas or ulsd, there is no cap and trade or rins, or sulf credits for jet imports or production, therefore not sure how the fuel surcharge is a result of tax or politics.
What has risen is the price of crude (moot point if it is wti or brent as both cracks support the Canadian Jet biz), however AC has termed up the majority of their supply and not all index related meaning even if jet prices, heat, or crude continues to strengthen AC doesn't feel the impact as much as a few others.
