This is easy.

EWR-SFO (& LAX) are P.S. flights, and require an RPU (or GPU) to upgrade. These are all flights that are lie-flat seats in J. So only those using certain will be added to the list and upgraded, save for any operational needs for UA (I.e. oversold in coach).
