I guess it depends how you define "inconsistent." I've been following this thread for about two years, and while a handful of exceptions have been reported (in fact, I got one, by asking at check-in), it's pretty clear that they generally enforce the standard Hyatt rule (breakfast in the Club).

There are certainly other GH in Asia that are more generous (e.g., HKG) and that will definitely factor in my future stay considerations. GH HKG treated me so well last time on a p+c rate that they probably will get my next visit, despite the inconvenient location and otherwise moving most of my stays to SPG for 2017.
