Unfortunately we believe this will happen only in the short term, as there are quite a few doubts on how to apply. Still, the regulation states the refund is based on the hotel invoice, so if you buy through a legal (Argentine) travel agent/wholesaler, the refund will be lower than 21%, VAT on TA commission is not clear from the published regulation that it can be refunded. So not necessarily the hotel/TA taking advantage of the benefit to improve margin.
