And I've seen them used on CX flights into and out of the US in recent years. And they aren't the only non-US carrier flying to/from/over the US with the lap child belts in use.

I'm sure that the FAA rule against US carriers not being allowed to use these lap child belts during take-off and landing haven't always applied to use against in-flight turbulence use during the times when the US-registered plane is not taking off or landing.
