My friend traveling LAX-IAH missed there flight. Bags checked in and made it on the flight. When arriving at the gate they found out there were reticketed onto the next flight but there bags were on the original flight.

I thought there was an rule where PAX not on the specific flight have to have there bags offloaded? Can someone confirm if this applies?
