BTS = Bureau of Transportation Statistics. They collect and distribute tons of data on all modes of transportation in the US (part of the DOT).

This database is generally the best one when searcing for tail numbers:

Domestic only, unfortunately. And limited carriers supported. But it's a good place to start.
