Well, this is an article about Qatar buying some (sizable fraction of) stock of LATAM group. Thus it is an investment entry, not a flight entry.

Qatar was already a partner of LATAM long before this because both are in the oneworld alliance.

And QR already announced plans for SCL-DOH as well as GIG-DOH (for 2017-2018) a month ago:
