Good like with getting someone to agree that $15 outrageous, when up to $90 is what Dollar charges for the same:
$15 is not per occurrence. It's based on the length of your rental. The way this works at most rental companies is that there's a per-day charge, and if ever use a toll, then the per-day charge is applied to every day of your rental, not just to the days you use a toll road, up to a monthly limit. That limit, if $15, is considered quite reasonable, compared to the $90 limit at Dollar.

And who are the appropriate people? It's almost certainly there in T&Cs you didn't read but signed at some point. You had a choice of not using toll roads, and you used it. The rental company simply made a mistake attributing that toll usage to you instead of to the person who rented before you. If they remove toll usage from your account, the administrative fee will disappear too. The administrative fee should only apply to people who (actively or passively) decide to use the rental company's toll billing service, and (should) understand how that works therefore.
