One way, if he is determined about it, is to simply set BA a 16 day timetable and be totally prepared to frogmarch BA through MCOL or CEDR if they don't keep the deadline. CEDR require either a deadlock letter or 8 weeks to elapse from submitting the complaint. So if that is the route you choose, and assuming 8 weeks is up, just ask for the deadlock letter. But if you are going to do this it is important to see it through.

Usually calling BA does speed it up so some detail seems missing here. Twitter is the other approach.
