Depends if it was booked through DL or not. For KTN you have to get WS to physically add it themselves at check-in.

This is correct; you should have been charged a fee if you are flying a DL-plated itinerary, particularly if the e-ticket was issued on 006 Delta stock and the WestJet-operated flights are marketed by Delta.
WestJet Gold would not give you free bags on an itinerary like that, but I'm glad an agent was able to waive it for you.
