I doubt "Japan" will be embarrased, some my say its a benefit, certainly many of my visitors from overseas are pleasantly surprised they can smoke inside now and again, I doubt there will be any changes, it still socially acceptable to smoke in Japan
Smokers are a minority. Sure, many are delighted they can light up anywhere they choose (except, ironically, outside in the open air), but the rest of us are less than thrilled. Besides, the UN has been putting pressure on Japan, and the Health Minister announced plans to at least think about reducing or eliminating smoking in public spaces in the coming years. And, yes, from a public health perspective, it
is indeed embarrassing.
