Yes, in the sense that you do seem to get access, while Skyteam rules say that you should not.

Within Europe this rule is not often a problem since there are so few domestic
Flights (a few within France, Italy and maybe Czech?)... However in the US and large places like China this may be a downside.

In comparison, star alliance does not have this rule. However individual airlines (eg United) have applied a similar restriction to their own members. This means that United members flying United domestically do not get lounge access, while other star alliance (Gold) members do get access on that same flight. Some rules are very odd..
