I've stayed at a CP in another part of the world. I've never paid anything for my stays as they've always been reward night stays. I've always been upgraded and got Club Lounge access.

It depends entirely on the property. At many IHG properties, for paid stays, I've been treated like cr*p and been given nothing in terms of perks.
