I've had similar messages when I don't have a linked return ticket to the USA. Most of the time when I just had a final BOS-AMS segment (or one way ticket). Always had to do with visa verification (and/or verification of a return flight to the USA).

Though, in these cases there usually is a possibility of entering your return date to the USA; and then it allows OLCI.
