No, normally BA will do an address verification and get authorisation for GBP1.00 or USD1.00, etc. Then they get authorisation for the actual amount to be charged. They do end up only charging once, well, 99.99% of the time anyway...

I'm surprised the second transaction didn't decline if your credit limit was reached.
