I went back and looked at my e-ticket receipts and the language has been there since approx. August. Before that, the e-mailed receipt made no mention of the 24 hour refund policy. That language is also found on UA's published "customer commitment" on its website.
Customer Commitment. It would be consistent with the DOT rule on 24 hour cancels, but I've not heard about it being actually enforced by UA.
