Lost baggage and max compensation rates

My wife and daughter flew transatlantic to a wedding and on the way back, one of their check-in bags disappeared.

It was never loaded on to the aircraft according to the baggage scans and it's very likely someone at the airport scanned the bag, saw there was alot of things in there of interest and pinched it.

The airline (Air France) has agreed to pay the maximum SDR value they are liable for. The trouble is that once you include dresses, shoes etc. for the wedding, the value of the items in there was far above the max SDR payable for a single passenger.

The belongings in there were for both my wife and daughter and we itemized them with some receipts where possible. Is it possible to appeal with the airline to use part of the second passengers SDR allowance to make the loss whole?
