There are other ways to stay below 4/24 besides applying for only 1 or 2 cards a year, but they require applying for almost nothing other than business cards. If this Hilton card is the only personal card you would want to apply for, you could apply for it up to 4 times over 24 months and otherwise apply only for business cards, and you'd still be under 4/24 no matter how many of those business cards you applied for.
I take it you either have no interest in United miles or have enough accumulated to last you a number of years? I know of no good way to get United miles from credit cards other than through Chase.
