yes and yes. we have received our last order of 5Bs and have decided we will not stretch our luck.
I've read there's no rhyme nor reason for those they ban; some have done like $1.5K and not allowed to buy more while others were able to order $3K twice a week for months before they got banned. Once banned, all posters I've read said they got no response when they called/emailed.
