This why my assumption as well...and question for them...and question for Google. None of which suggest there is any further differentiation of "Z" fare.
Basically their response is..."You don't understand sir, upgradable Z is not available. However, Z for business class sale is available. You can't see available upgrade inventory and KLM is very stingy with it." Then I reask how there is a difference between Z fares. Then I have them revisit the T&C's and explain their DL IT interface to me so that I can understand what they are seeing. Then we circle the conversation a few more times and I give up.
This has happened about 20 times now.
