I don't think it's possible to use Delta Cargo if you're not a "known shipper." I tried using Delta Cargo to position some baggage at various cities, and I had the same problem with needing to provide known shipper business information. Other Delta customer service people told me that you need to be a known shipper, or use a known shipper, or use UPS, FedEx, etc. Good luck.
