Many luxury hotels are located on the Bosphorus (and only the FS Sultanahmet is located in the Old City). IMO it's not the very best location, but it's ok, and if you're in IST for leisure, you'll probably want to take a taxi anyway to get around (unless you're staying in the Old City).
