You are quoting upgrade waitlisting, the OP is asking about award cabin waitlisting. Have never seen the old BP/domestic clause applied to award cabin waitlisting but it might be worth a try for a partial reduction if it occurred. -- but a split PS business with west coast-SYD economy is 65K miles vs 70K as a single business award.
