If these were actually charged on top of the base rate that could certainly explain the extra. I've certainly never had that problem when booking at SFO via the UK site, but I never do pre-paid like the OP did.
Base rental rates, fees, taxes and other scam charges are irrelevant. Under UK law (which applies to rentals through Hertz UK) prices must include all those items.
But, in this case, the voucher was for $174.06 and the rental rate came out at $267.59 with any additional products included and service charges and taxes at zero.
