I have seen FAs on 739s access the pax power on/off from the multi-function cabin control touchscreen. It indeed is there and it indeed is manual (and they very frequently forget to turn it on/off IME).

I'm not aware of any switch on the F/A's panel that controls the outlets. I'll check tomorrow.
