They are not suppose to stay on. They should cut off just before we start to taxi and stay off until through 10,000 feet. Then back off descending through 10,000 feet until parked at the gate. It is controlled by the same switch that turns the blue light above the cockpit door on.

I'm not aware of any switch on the F/A's panel that controls the outlets. I'll check tomorrow.
