I had the same problem this August with a german third party (ADAC, German Automobile Club) voucher.
My voucher stated 2 weeks and 2 days. The amount prepaid covered only 2 weeks according to the Hertz employee and their system. They tried to bill me 2 extra days but after about 1 h of discussion they called someone over at the Hertz booking system and they sorted it out by giving me 2 free "extra" days.
Yeah the issue here is that Hertz's IT capabilities are considered a distant 3rd as compared with Avis-Budget and Enterprise. They had this major IT revamp project that was supposedly going on, but they recently
replaced their CEO and 3 members of their board of directors. Clearly things are challenging there, and the most recent shakeup probably means that their IT probably won't get better anytime soon unfortunately.
