Those signs (not just billboards but small signs) were all over the place when we were in Bangkok at the beginning of December.....
I saw them at Wat Traimit, including at the entrance to the Golden Buddha, and walking from the boat to the Khoasan Road area. While not really giving them much thought, I did think they were official.
