Hertz says their "Premium" coverage only covers mounting of a spare tire and NOT towing. Not sure how confident you feel replacing a tire with a spare and/or how much it's worth to you to have the peace of mind of someone being dispatched to handle it for you?

Also, you didn't specify how many days you'd have the rental but keep in mind that $8/day adds up quickly and if it's an airport rental taxes of 25% or more are very common in the U.S. so it's really like $10/day minimum. If you have the vehicle for 7 days let's say, that's $70 and if you have a flat and don't feel comfortable changing the tire yourself, I'm certain you can find someone locally who would be willing to help you for less than that. Just something to consider.
