You will be required to fill in the OFAC affidavit. It is self-certification and does not come with any costs but the official policy is that you must meet one of those categories rather than traveling as a tourist.
I am facing the same situation - German citizen traveling to Cuba from Fort Lauderdale with Jet Blue. We do have a tourist card from our German tour operator. And I have answered the question with "Cultural Education". Do we need any additional information at the airport? I am worry that they might deny boarding. What is the experience so far? Many thanks for advise.
