If the upgrade certs your friend is trying to use for your February flights are certs that expire on January, than that could be the explanation.
You will need certs that are good for travel on the date of your flight, they will not even show up for flights past the expiration date.
However, if you friend has 2016 GPUs (expiring 31 Jan 2017) and your friend re-qualified for 1K in 2017, they can have 2 of the 2016 certs extended to April 2017,

My friend called and was able to get me onto the waitlist. Looks like there was just something wrong w/ the website. There's always something wrong w/ the website from my experience!
He's global this year and next and was using certs that are for next year (past 31 jan)
